As to whether or not these women are/were actual prisoners is not confirmed. The fact that they are wearing watches in the photo suggests that they probably aren’t.

“This is probably a photoshoot for a content. Don’t fall for the trap,” one comment warned.

“Wait why do they give female inmates makeup?” a user wondered.

Of course, rules on timepieces vary by location and facility. Many of them do permit prisoners to wear watches, though only specific types.

Some jails allow prisoners to wear inexpensive watches as long as they aren’t metal or smart. However, they must also be purchased through the commissary.
